Solicitations
OCAST evaluates applications according to published procedures and criteria to eliminate the potential for arbitrary and subjective allocation of resources. Peer reviewers, who are nationally recognized experts primarily from outside Oklahoma, review proposals and rank them for funding and evaluate contract performance. This promotes objectivity, avoids conflict of interest and protects the award funding from political influence. Peer review also encourages performance that meets national standards of excellence and gives Oklahoma activities national visibility.

The following is OCAST's current Health solicitation:
FY13 Health Solicitation
Submission Deadline: 11:59 p.m., March 14, 2013
In an effort to utilize innovative technology for the purpose of streamlining the management of our funding programs, OCAST has implemented a new electronic applications process called OKGrants. For the FY13 OARS funding cycle, investigators will use OKGrants to submit their applications. Application forms will be available in OKGrants on February 1, 2013. Users are encouraged to get registered in the system prior to the posting of the application forms.
Access to OKGrants – Contract Official: If you have not utilized OKGrants as the contract official for a previous proposal and are authorized to financially obligate your organization or sign contracts on behalf of your organization, you must go to https://grants.ok.gov to register as a new user. Once you open the OKGrants site click the New User link on the right-hand side of the screen to begin the registration process. Complete all required contact information on the My Profile page the click the SAVE button. Once your account has been validated by an OCAST system administrator you will receive an e-mail notification to log into OKGrants. Once you log into OKGrants you must add investigators to your organization so that they may apply for funding under the Health program. If an investigator was added to OKGrants for a previous Plant Science or OARS funding cycle they do not have to be re-added for Health. You can access the user manual under the My Training Materials link on the OKGrants homepage to learn more about navigating this system.
Access to OKGrants – Principal Investigator: If you intend to apply for Health funding as a principal investigator you must first contact the contract official for your organization so that he/she may add you to OKGrants. DO NOT click the New User link at the OKGrants login page.
If you have any questions about or need assistance with OKGrants please contact Tessa at 405-319-8410 or tessa.north@ocast.ok.gov.
