EDGE Applications For Funding Pre-Proposals

 

EDGE UPDATE!!  

OKGrants now in use for EDGE Request for Pre-proposals!

In an effort to utilize innovative technology for the purpose of streamlining the management of our funding programs, EDGE has implemented a new electronic applications process, called OKGrants. For the 2012 EDGE submission cycle investigators will use OKGrants to submit their EDGE Request for Pre-Proposal Submissions.  This is ONLY in process for the EDGE Fund Pre-Proposals at this time. This means that applicants no longer submit an electronic copy via e-mail to the EDGE Policy Board office.
 

Access to OKGrants – Principal Investigator/ Authorized Official :  If you are intending to apply for EDGE Request for Pre-Proposal as a Principal Investigator you must first contact the Contract Official for your organization so that he/she may add you to OKGrants.  Please DO NOT click the New User? link at the OKGrants login page.
 

Access to OKGrants – Contract Official/ Agency Administrator:  If you have been the Contract Official for a previous EDGE Request for Pre-Proposal, are authorized to financially obligate your organization or sign contracts on behalf of your organization, you must go to https://grants.ok.gov to register as a new user in OKGrants.  

  • To begin the registration process, open the OKGrants site and click on the New User? link on the right hand side of the screen.  Complete all required contact information on the My Profile page then click the SAVE button.  
  • Once your account has been validated by an EDGE system administrator, you will receive an e-mail notification to log into OKGrants.  You will then need to log back into your OKGrants account to add investigators to your organization.  Investigators you add to your organization may then apply for funding under the EDGE Fund program.  
  • You can access the user manual under the My Training Materials link on the homepage to learn more about navigating this system.

It is imperative that you begin the OKGrants submission process with plenty of time to complete your RFP!  Submissions WILL NOT be accepted after the Deadline has closed!

 

EDGE Funding Awards


The statute creating the EDGE endowment fund (Title 62 O.S. Supp.2007 §47, §52) specifies that the seven-member EDGE Policy Board shall determine the specific investments to be made each year from the earnings of the EDGE endowment.  This endowment is separately managed by the EDGE Board of Investors who certifies the amount of funds annually available to the EDGE Policy Board. 

Funding awards can be made to “push” technology from researchers to businesses and “pull” research and technology needed by business sectors.   Many types of awards are possible, including proof of concept, applied research, matching funds, purchase of equipment, seed capital, or other projects that meet the EDGE mission.  Moreover, the Policy Board can employ multiple investment instruments, e.g., grants, contracts, loans, investments, contributions, supplementary funds to existing programs and other applications.

Applicants eligible to receive EDGE funding are: 

(a) Private or public Oklahoma institutions of higher education, 

(b) Non-profit Oklahoma research foundations or other non-profit organizations, and 

(c) For-profit enterprises.

Areas of Focus

The Policy Board annually reviews areas of research and commercialization emphasis, with consideration given to the strategic strengths of Oklahoma’s research infrastructure.  For 2012, the Board will focus its investments in the following nine areas:

  1. Aerospace
  2. Agriculture
  3. Biotechnology
  4. Energy
  5. Information Technology/ Telecommunication
  6. Nanotechnology
  7. Sensors
  8. Weather science
  9. Other

 

Requesting Funding


 

Requesting funding from the EDGE Policy Board is a two-step process.  As described in this solicitation, On April 23, 2012, Pre-Proposals will be solicited, due by May 30, 2012. 

In July, the Policy Board will review the Pre-Proposals and then invite a limited number of these applicants to submit a full proposal, which will be due in September.  Provided below is the 2011 Request for Pre-Proposal.  The 2012 Request for Pre-Proposal will be released in April 2012.

Pre-Proposal Submission Process

 

Pre-Proposals must be submitted through the OKGrants program located at https://grants.ok.gov by 5:00 PM CST, May 30, 2012.  

The Pre-Proposal should provide an overview of the project and associated costs. Pre-proposals submitted by any means other than the method specified in the Request for Pre-Proposal will be disregarded.  Applicants responding to this solicitation are wholly responsible for timely and properly formatted submissions.   

The EDGE Policy Board will screen all Pre-Proposals to ensure they comply with the intent of this program and meet format and content requirements.  Pre-Proposals not meeting these basic requirements will be rejected without evaluation.  The EDGE Policy Board will evaluate all Pre-Proposals against the evaluation criteria listed in Section 5.   Submission of a Pre-Proposal or invited full proposal does not obligate the EDGE Policy Board to provide funding.
