Mission Statement
The mission of the Oklahoma State Board of Cosmetology and Barbering, is to safeguard and protect the health and general welfare of the people of the State of Oklahoma by performing a variety of services from developing curriculum for schools to administering examinations for prospective practitioners of the Cosmetology, Barbering; and licensing services for Cosmetology, Barbering and Massage Therapy industry.
Agency Purpose
The Board of Cosmetology and Barbering licenses and regulates the profession of cosmetology, barbering, esthetics, manicuring, instructors and establishments where these services are performed. It also regulates health and safety issues in schools approved by the Board. Anyone who provides these types of services including but not limited to, haircutting, hairdressing, nail care, skin care and the application of make-up must be licensed by the Board.

- If you are NOT a U.S. citizen, you may not use the Online Renewal system. You have to submit an I-94 citizenship affidavit along with a copy of your permanent resident card and renewal form. The citizenship affidavit form can be located here.
At this time, massage therapist licenses cannot be renewed online. To renew, please mail in your renewal or visit our office.
For address changes, please email certs@cosmo.ok.gov. You will receive a confirmation when it has been updated in our system.
To improve our online renewal system please submit all issues along with screenshots to certs@cosmo.ok.gov with your file number in the subject line.

ATTENTION:
FULL BODY MASSAGE does not fall under the scope of practice of a cosmetology, barber, esthetician or nail tech license.
If you hold a cosmetology, barber, esthetician or nail tech license, and you are performing FULL BODY MASSAGE or presenting yourself as a massage therapist you must obtain a massage therapy license.

Public Notice on Data Collection:
The Oklahoma Cosmetology and Barbering Board may collect personally identifiable data in the course of its duties, as supplied by employees, applicants, students, licensees, vendors, or other individuals doing business with or interacting with the agency. “Personally identifiable data” means information which can identify an individual including, but not limited to, name, birth date, place of birth, mother’s maiden name, biometric records, Social Security number, official state- or government-issued driver license or identification number, alien registration number, government passport number, employer or taxpayer identification number, or any other information that is linked to linkable to an individual, such as medical, educational, financial, or employment information. 74 O.S., § 3106.4. Personally identifiable data is stored securely in accordance with Oklahoma law, as well as the State of Oklahoma’s Information Security Policies, Procedures, and Guidelines, available at Policy, Standards & Publications (oklahoma.gov).
Oklahoma Cosmetology and Barbering Board is also subject to and complies with the Oklahoma Open Records Act, 51 O.S., §§ 24A.1 – 24A.33. In accordance with said law, some agency records must be made available for review and copying upon request. Where required or allowed by law, particular elements of personally identifiable data will be redacted before making the records available. Oklahoma Cosmetology and Barbering Board will also share personally identifiable data in response to a properly issued court order or subpoena.
