DEPARTMENTS
Administration
Administration manages a variety of services that are at the core of the City of Choctaw. It is the mission of this department to handle the business of the City and provide important central services, including accounting and auditing, budget preparation, economic development, human resources, investments, payroll, purchasing, risk management, utility billing, animal control, inspection services, building maintenance and code enforcement.

The City Manager is the Chief Executive Officer of the city organization, responsible directly for the Finance, Public Safety [Fire and Police Departments], Public Works and serves as the Executive Director of the Choctaw Utilities Authority. In addition, the current city manager serves as the General Manager of the Choctaw Economic Development Authority and the Eastern Oklahoma County Medical Authority.
The City government provides a broad range of goods and services to its citizens. The activities and personnel required to provide these goods and services are organized into broad managerial areas called Funds. Funds are separate fiscal and accounting entities with their own resources and budgets necessary to carry on specific activities and attain certain objectives.
Funds are further organized into functional groups called departments or divisions. A department is a group of related activities at accomplishing a major City service or program (e.g. Police Department). A department may be further divided into smaller areas called divisions. Divisions perform specific functions within the Department (e.g. Municipal Court is a division of the Administration).
At the head of each department is a director who is an officer of the City. Directors have supervision and control of a department and the divisions within it, but are subject to supervision and control by the City Manager. However, a department head may supervise more than one department.
Duties of the City Manager:
- Appoint, and when deemed necessary for the good of the service, lay off, suspend, demote, or remove all directors, or heads, of administrative departments and all other administrative officers and employees of the city except as he may authorize the head of a department, an officer, or an agency to appoint, lay off, suspend, demote, and remove subordinates in such department, office, or agency;
- Supervise and control, directly or indirectly, all administrative departments, agencies, officers, and employees;
- Prepare a budget annually and submit it to the council, be responsible for the administration of the budget after it goes into effect, and recommend to the council changes in the budget which he deems desirable;
- Submit to the council a report as of the end of the fiscal year on the finances and administrative activities of the city for the preceding year;
- Keep the council advised of the financial condition and future needs of the city, and make such recommendations to the council on matters of policy and other matters as may seem to him desirable; and
- Have such other powers and duties as the charter may prescribe, and such powers and duties consistent with the charter as the council may prescribe.
MANAGEMENT STAFF
The management staff is responsible for the day to day administration of the City’s business, including budget preparation and management, property and equipment procurement, overseeing utility billing, inspection services and planning & zoning. They are charged with seeing that the goals and objectives of the City are achieved. The management staff is responsible for insuring that all city council, boards, commissions and trust meetings comply with state and local requirements. The management staff is also responsible for planning Choctaw’s growth and future.

The City Clerk is appointed by the City Manager for an indefinite term and is responsible for performing the administrative duties of the office as set forth by the charter and the Oklahoma Municipal Code.
The City Clerk is responsible for:
- Maintaining and recording official City documents, records, and archives as may be provided by applicable law or ordinance;
- Serving as the City Records Management Officer, Insurance and Benefits Coordinator, and Human Resources Director;
- Providing support services to the City Manager, City Council, staff and the public.
- Serving as clerical officer of the council;
- Keeping the journal of the council, boards, commissions and trusts proceedings, and shall enroll in a book or books kept for the purpose all ordinances and resolutions passed by them;
- Safekeeping of the seal of the city;
- Attesting and fixing the seal to documents when required in accordance with applicable law or ordinance; and
- Other powers and duties consistent with the charter as may be prescribed by ordinance or applicable law.

The Finance Department plans and directs the fiscal operations of the city government. The City Treasurer serves as the head of the city’s finance department and is appointed by the City Manager for an indefinite term and keeps the city administration informed of the financial picture relating to revenues, investments and expenditures. The department oversees accounting, purchasing, prepares payroll, and manages data processing functions.
Duties of the City Treasurer or personnel under his supervision and control:
- Acts as Investment Officer of the City;
- Directs the cash management program;
- Manages the budget, assisting department heads with their budgets;
- Provides accounts payable;
- Reports monthly financial activities to the City Manager and City Council;
- Verifies all outgoing deposits;
- Generates purchase orders;
- Coordinates internal and external audits; and
- Manages and documents all transactions for all funds.

The City Attorney is appointed by the Mayor with confirmation of council for an indefinite term. The City Attorney is an officer of the city and provides legal counsel to city officials, departments, commissions and boards. The City Attorney also prepares legal documents, ordinances and resolutions pertaining to city business, and represents the city in litigation.
Duties of the City Attorney:
- Serves as the chief legal adviser of the City Manager, City Council and all other officers, departments, and agencies of the city government in matters relating to their official powers and duties.
- Represents the city in proceedings in the courts, and
- Performs all services incident to his position which may be required by law or ordinance.

Animal Control Services

Animal Control Services is located in the Police Station, 13240 NE 23rd. The Animal Control Officer is responsible for animal adoptions and surrenders, reports of animals lost, running loose, or mistreated animals.
The ACO also handles all reported animals on roadsides. The ACO also provides euthanasia services for a small fee. Choctaw contracts with the City of Midwest City for animal shelter and disposal services.

Code Enforcement Services is located in the City Hall Building, 2500 North Choctaw Road. It is the responsibility of the Code Enforcement Officer to enforce City of Choctaw Codes to ensure the health and safety of the public. When violations of the Code of Ordinances are observed or reported, the Code Enforcement Officer will verify the complaint by inspection of the private and public premises to determine whether there are any possible violations of any fire, health, or building regulations, statutes, or city ordinances in order to ensure Choctaw maintains it’s quality of public health, safety and welfare for its citizens and will make contact with a property owner by letter and give instructions for eliminating the violation.

Inspection Services

Inspection Services issues building permits and inspects building sites to confirm compliance with the building code and city ordinances. They also inspect other premises to insure health and safety regulations are followed. They work with the Planning and Zoning Commission on subdivision and building issues.
Municipal Court Services
The Choctaw Municipal Court is committed to professionally serving the citizens of Choctaw by administering justice in a fair, efficient and respectful manner so as to enhance public trust and community confidence in our court system.
The Municipal Court has jurisdiction over all citations issued by the Choctaw police officers and code officers. The Court Clerk is responsible for maintaining all records of the court, setting trial dockets, collecting court fines, fees and state court costs; preparing warrants of arrest and issues subpoenas.

Traffic Court hears and determines all prosecutions wherein a violation of any traffic ordinance of this city is charged, including any such prosecutions transferred to the court in accordance with application law.

Fine amount: Contact the court clerk during regular business hours for fine amounts.
Multiple Violations: Please review your citation carefully. There may be more than one violation on one citation. These are separate offenses with separate fine amounts.

Juvenile Court is held in conjunction with the compliance court. This court hears and determines all prosecutions wherein a violation by a juvenile of any ordinance of this city is charged, including any such prosecutions transferred to the court in accordance with applicable law.
Planning and Zoning Services

This department acts as technical staff advisor to the Choctaw Planning Commission and the Board of Adjustments. The Planner may advise these boards on decisions involving zoning changes, variances, subdivision applications, conditional use permits, etc. Visit the City’s Development Center to download various forms and submit to the City for processing.
Utility Billing Services
The Utility Meter Readers read each customer’s utility meters each month from the 15th to the 15th. The information they record is uploaded to the City’s utility computer system. The Utility Billing Clerk then prepares each customer’s monthly bill. When unusual readings are found, it is the Billing Clerk who requests meter re-reads. The Utility Billing Clerk also receives inquiries about the City’s Solid Waste contract. When the monthly bills are sent out, the responsibility for accepting payments for the bills falls upon the Utility Collections Clerk. Both the Utility Collections Clerk and/or Utility Billing Clerk also make payment arrangements for customers who need them.
