Mission
Plan, program and deliver construction and real estate services to support the current and long range facility needs of state agencies.
General Information
Construction and Properties (CAP) was created by the legislature to assist state agencies and serve as the contracting authority for building design and construction services.

What’s New at CAP
- PIPS: CAP is implementing PIPS – Performance Information Procurement System – for common construction procurements including consultant services and construction bidding. PIPS integrates performance measurements and management by risk minimization, which is designed to maximize accountability for schedule and budget, provide overall lower cost to the state, increase profits by vendors and increase customer satisfaction. - High Performance Buildings: Going Green! Guidelines to administer HB3394, effective July 1, 2009, are now in place and apply to most major construction projects. Contact CAP at project inception for more information.
