The organizational structure of DCAM positions the Division to expediently deliver the highest quality business services to its customers throughout Oklahoma State government. DCAM is committed to providing systems and services that our customers can depend on.
The DCAM organization consist of six (6) functional units.
Functional Divisions (Mission Divisions)
DCAM consists of seven functional divisions, which deliver centrally managed services to State of Oklahoma agencies, boards and commissions. They are: Central Printing and Interagency Mail, Construction and Properties, Fleet Management, Property Reutilization, Risk Management and Office of Facilities Management.
Office of Facilities Management
Efficient, cost effective lease facilities for state agency programs, located to achieve effective business environments for state agencies and convenient access by the citizens of Oklahoma. Centralization of state agency facilities in the state capitol complex area. Safe, quality work environments for state agencies with minimum interruption of business operations. Long term, cost efficient maintenance programs for DCAM operated facilities. Implementation of flexible public construction delivery methods that provide the most effective faculties. Collegial and collaborative relationship with the Oklahoma construction and architectural industry resulting in quality facilities and minimal litigation.
Office of Facilities Management oversees:
Construction & Properties (CAP)
Construction and Properties (CAP) is responsible for developing and awarding contracts for state construction. It is also the contracting entity for Architects and Engineers doing design work for the State. This staff reviews plans and specifications, approves new construction, renovation and repair projects. Periodic and final inspections are conducted by this office, as well as monitoring all phases of roofing projects. As the contracting authority in competitive bidding, CAP executes all contracts, notices of awards and change orders.
A comprehensive state-wide program and policy for the acquisition, use and management of all state passenger and utility vehicles. A thorough and accurate inventory of all state vehicles by close of calendar year 2005. A fiscally and operationally response policy for the justification, acquisition, use, and maintenance of all state vehicles.
An aggressive Risk Management Program, including enhanced Loss Prevention (safety) programs, to be implemented by State agencies and other entities provided by law resulting in reduced insurance and accident costs. Consolidated, where practicable, insurance programs for State agencies, taking advantage of economy of scale to reduce insurance premiums. A collaborative multi-agency safety task force to implement and monitor a Loss Prevention (Safety) program for the State.
Maximum return on the dollar for disposal of state surplus property through use of best practices and accountable resale/auction programs. Maximum reutilization of federal surplus property through targeted and needs oriented acquisition and distribution.
